State Transfers as a Factor for Smoothing of Horizontal Imbalances in Bulgaria

Abstract


In the last 10 years (2007-2016), BGN 26 228 million or 3.75% of the country's GDP is redistributed to the municipalities from the central budget through the system of state transfers, thus the state participates in the local self-government though indirectly. This report explores the effect of the transfer of this financial resource at the regional level to overcoming the existing trans-regional disparities. The differences between the six regions in Bulgaria according to the classification of the territorial units for statistical purposes NUTS2 regarding the social and income inequality in the context of the state funding have been examined, as a result of which there are established horizontal imbalances but also successes in overcoming them in some regions.
