Comparative analysis and evaluation of the development and condition of Bulgarian transport infrastructure with the European Union

Abstract


Leading achievements and good practices are a hopeful basis for determining effective directions and choice of adequate managerial decisions in the search for ways of more effective development of material and technical equipment and economic activity. This is the case for Bulgarian transport infrastructure too because via the country territory 5 European corridors are passing and the country road network is desired and sought in transit transportations. It is worth to pay attention to a study of European countries with the best results and to make conclusions about the studied country future development. Investigating the achievements in development and state-of-art of transport infrastructure in other countries, and especially the leading one, would help the more direct orientation of Bulgarian national and regional transport policies which would support the improvement of transport servicing of settlements and economy. Because of transport infrastructure peculiarities there is a need a number of methodological questions to be solved which is the goal of the current paper.

First of all, the main characteristics of transport infrastructure should de determined, measured and evaluated in order to build an objective picture of development and state-of-art of Bulgarian transport infrastructure. It is necessary to study and assess the following characteristics: provision of settlements and population with transport infrastructure and state-of-art from the point of view of the consumers of transport services on the corresponding regional levels, access to regional transport infrastructure, measuring and evaluation of the results of the interaction transport infrastructure-consumers (settlements and population) on the relevant regional level.

After that, determination of parameters (indicators) which to be used for the most objective measuring of the level of development and state-of-art and the place of the country among EU-27, as well as making comparisons to other countries. Some evaluations of disadvantages and recommendations of future directions in development of national transport infrastructure are made. It is interesting to be which are the countries with the best achievements in the European Union to be a benchmark in our future development the attempt in this report. The report offer solutions to methodological issues that create opportunities to obtain more precise estimates.
