Socio-economic zoning: from the theoretical bases to the practical realization

Abstract


Socio-economic regions are formed and developed under the influence of objective laws that represent a specific territorial form of manifestation of economic laws. In general, there are two main concepts regarding the coincidence of areas with other territorial combinations (administrative and territorial units, industry districts, etc.). According to the first one, the administrative and teriitorial structure should not reflect the objectively formed areas. According to the second concept, there must be a maximum match between the administrative and territorial units and the naturally occurring boundaries of the regions. To achieve an effective regional policy, the relation administrative and territorial structure - regional development - regional policy is important.

With the Regional Development Act change project, a new type of regional policy and a new approach to it are presented for the development of the regions. A differentiated approach based on the natural and socio-economic potential will be applied. The new zoning creates prerequisites for a targeted model of the impact on the regions. The project for new statistical regions - Southwest, Danube, Black Sea, Thracian-Rhodopian, is one of the models of socio-economic zoning.
